What this is
The evidence layer for the CPM Extended framework. Before NGA can publish, sell, or teach this framework, it needs real-world validation:
- Does the three-step sequence (CPM → PERT → TOC) produce better decisions than standard project planning tools in MSME contexts?
- Are the six-class resource categories the right ones, or are MSME operators missing or combining categories in practice?
- Do the parallel-pair float corrections materially change scheduling recommendations in real projects?
- What is the magnitude of reducible lag in typical MSME project cycles? (This finding gates B4 NGA Lag Audit activation.)
Status
Not yet started. Activates after L2 resolves its ten open questions.
Dependencies
- L2 v0.3+ must be stable before evidence design begins
- B4 (NGA Lag Audit) activates after L3 confirms reducible-lag magnitudes are material
